Vision
GIVES is a collaborative state government health care focus group
resulting in the sharing of information through a clearinghouse
highway and providing a forum for discussing and resolving issues
in meeting the Health Insurance Portability and Accountability Act
(HIPAA) legislation.
Mission
GIVES has been established to meet the immediate need to exchange
information, identify common government challenges and share solutions
in order to attain HIPAA compliance in the timeframe required. By
providing a government-focused network, our goal is to minimize
duplicate effort.
Goals
- Establishing an information clearinghouse via a national web
site for exchanging individual state deliverables (e.g., budget
framework, Program Management Office (PMO) structure, etc.); and
- Providing a forum (e.g., FAQs, conference calls, etc.) for
states to discuss and resolve issues.
Preliminary Activities
- Solicit a core group of government entities to establish and
maintain this service.
- Organize an initial conference call with the core group to review
and finalize the vision, mission and goals and determine timeline.
- Define roles and responsibilities of participants.
- Develop a project plan for completing deliverables including:
- Developing an initial list of requirements to be addressed
through the information clearinghouse.
- Defining the access methods and audience for the national
web site.
- Planing, building and managing the web site.
- Developing a schedule for ongoing communication among the
states.
- Developing a communication strategy to promote awareness
and utilization of the service.
Critical Success Factors
Initial representation on the core group by at least three states;
and
Project plan and identified resource commitments to carry out agreed-upon
goals.
